Indicting the BS Aquino Regime and the US Government as represented by Pres. Barack Obama for Human Rights Violations, Plunder and Transgression of the Filipino People’s Sovereignty
We are human rights defenders, peace and justice advocates, lawyers, jurists, academics, church people, and political activists who have come together to convene the International Peoples Tribunal on Crimes against the Filipino people by President Benigno S. Aquino and the US Government as represented by President Barack Obama.
We will be holding this tribunal in Washington DC from the 16th to 18th of July 2015 at the behest of victims of human rights violations and other crimes committed under the Presidency of Benigno S. Aquino III in the Philippines. The victims and their relatives — belonging to a wide spectrum of social classes and sectors in Philippine society – are represented by the Ecumenical Voice for Human Rights and Peace in the Philippines (EcuVoice), KARAPATAN (Alliance for the Advancement of the People’s Rights), Hustisya! (Victims United for Justice), DESAPARECIDOS (Families of the Disappeared for Justice), SELDA (Society of Ex-Detainees Against Detention and Arrest), BAYAN (New Patriotic Alliance), Kilusang Magbubukid ng Pilipinas (Peasant Movement of the Philippines) among others.
They are convinced that these crimes are being committed with impunity because the Aquino regime itself, with the support and guidance of the US Government under President Barack Obama, is responsible for the systematic and systemic violations of civil, political, economic, social and cultural rights of the Filipino people through its policies and programs. They also hold the US Government accountable for these violations because of its military intervention, economic and environmental plunder, and imposition of neoliberal globalization in the Philippines.
We have mobilized a legal team composed of human rights lawyers who will assist the victims in gathering evidence and presenting their cases before the IPT. The complaints and presentations shall consist of the following:
- Violations of human rights, particularly civil and political rights, with focus on extrajudicial killings, disappearances, massacres, torture, arbitrary arrests and detentions as well as other vicious, brutal and systematic abuses and attacks on the basic democratic rights of the people through the US-inspired counter-insurgency program Oplan Bayanihan.
- Violations of human rights, particularly economic, social and cultural rights of the Filipino people through the imposition of imperialist globalization to exploit the people; transgression of their economic sovereignty and national patrimony; various forms of economic plunder and attacks on the livelihoods of the people and the destruction of the environment.
- Violations of the rights of the people to national self-determination and liberation through the imposition of the US war of terror; US military intervention; as well as the perpetration of crimes against humanity and war crimes; misrepresentations of the people’s right to national liberation and self-determination as “terrorism” and the baseless “terrorist” listing of individuals, organizations and other entities by the US and other governments.
We have also assembled a team of researchers and writers composed of lawyers, human rights workers, experts and scholars who will undertake an in-depth research and analysis of the issues involved in the indictment, assist the prosecutors and prepare briefing papers and materials for the jurors, judges, participants, media and other interested parties. They will comprehensively document as many cases as possible and preserve the evidence for future use in the unrelenting quest of the victims for justice.
The Tribunal’s verdict shall be based on a thorough and fair assessment of the evidence by leading public figures of recognized achievement and high moral stature, in accordance with applicable legal standards.
As such the IPT’s findings and recommendations will carry strong moral and persuasive force. We shall transmit these to the United Nations, various Parliaments and governments, as well as broad international organizations in order to add pressure on the Philippine government to end impunity in the country. The IPT 2015 shall serve due notice to the perpetrators of gross human rights violations, plunder and oppression that impunity shall not go unchallenged by the people.
